FORMAT: Virtual events spread over 2 weeks; one 3-hour session per day

TIME: 13h30-16h30 (GMT+2) each day

 The first week of the workshop (16-19 Aug) will cover the various economic concepts and theories of tobacco taxation. During the second week (23-26 Aug), as part of the practical component, we demonstrate the TETSiM model. Countries will work closely with REEP researchers to develop country-specific models to predict the likely consumption and revenue consequences of a change in the structure of level or the excise tax.

Tobacco taxation is widely recognized as a very effective and cost-effective policy tool, both from a public health and a fiscal perspective. Countries may have the desire to improve or increase tobacco taxes but do not know how to go about it. Through this workshop, we will provide technical assistance and share international best practice that helps countries think about tobacco taxation in a logical, structured way.

This workshop is aimed at providing policy makers with the essential tools to illustrate the benefits of tobacco taxation using taxation modelling. These simplified, mathematical models will allow attendees to estimate the likely impact of various tax structures and levels on future government revenue and health outcomes. Other topics that will be covered include the basics of the economics of tobacco control, illicit trade, and the Tobacco Excise Tax Simulation Model (TETSiM).

As a participant, you will benefit from access to globally renowned experts on tobacco taxation and illicit trade. This event aims to address challenges to tobacco taxation in your country: you will be collaborating with the research analyst that works on the TETSiM model for your country. Participants will leave the workshop with a solid understanding of tobacco taxation, and a tailored TETSiM model for their country. Post-workshop support includes access to WHO FCTC Knowledge Hub support, workshop materials and recordings.

This 2-week virtual workshop has been designed to accommodate law practitioners, policy makers, officials in the Ministries of Health and Finance, and customs and tax revenue authorities.

Please note that:

  • Up to 10 participants per country may participate.
  • The workshop will be delivered in English. If there is a need for translation services, please indicate your language preference on your application, but please be aware this may incur additional costs.
  • There will be a US$3000 charge per country for country representatives to attend, but scholarships are available for countries who may need financial support. Please enquire via your application.
  • Applications are due by Thursday 22nd July 2021, and if successful, your participation will be confirmed by Friday 30th July 2021.
